Safari runs on Apple’s WebKit engine, and other browsers on iPhone have been required to use WebKit until now, at least in the EU. Starting in iOS 17.4, users will be prompted with the ability to set up a default third-party web browser upon launching Safari.
The change arrives alongside many other sweeping changes enacted by the Digital Markets Act. It forces Apple to change how the App Store and commerce works in the EU.

The announcement of the enhanced tools and data collection categories in iOS 17.4 warranted just a single line in the omnibus announcementearlier on Thursday. However, it appears that what Apple will spell out to users, and those that the user authorizes to receive the data that Apple has, will radically expand.
In its developer support pages for the European Union Digital Markets Act changes, Apple has a very brief summary of this aspect of the release.

Neither of those ends were met. Instead, Apple has applied some limitations on the process.
The first main limitation to users is that they can’t download an App Package — or .IPA — from anywhere, and it will run. Apps still need to be notarized and come from sources that Apple trusts.
